COMMISSIONERS’ PROCEEDINGS

Commissioners John Grewell and John Prinkki were present.
8:40 Carbon County News Reporter Eleanor Guerrero met with Commissioners to ask about the Mud Springs Wind Project. Commissioner Prinkki noted the project is working through issues related to its Golden Eagle habitat classification.
8:50 Sheriff Josh McQuillan met with Commissioners to discuss the Courthouse and Jail tour that he and Commissioner Prinkki took with Architect Susan Hovde last week. The Courthouse roof was reinforced previously and does not need to be replaced. Susan will evaluate the feasibility of remodeling the old jail to house dispatch.
9:00 Brent Moore and Monica Plecker met with Commissioners for CTA Planning Services Contract Renewal. The only change to the contract was removing Floodplain Administration as that has been turned over to Sanitarian Josh Juarez. CTA is in the process of wrapping up the few Floodplain items that were in the works. CTA would still be available if County needed technical review or engineering services related to Floodplain activities. Brent noted the State will be publishing new model Subdivision Regulations that may come out toward the end of the new contract. He recommends the County update the Subdivision Regulations to take into account recent changes to the law. If the Commissioners would like a full Subdivision Regulation revision the County could apply for a Community Development Block Grant which would require a thee to one match; that grant application would be due in July. There is another state assistance program to assist with a smaller scale update. Commissioners indicated they were more inclined to do a smaller scale update. The see a need for a policy discussion regarding fire regulations and would like to see that section updated. Commissioner Grewell moved approval of the CTA professional Planning Services Contract for March 21, 2016 – April 1, 2017; Commissioner Prinkki seconded; motion carried.
10:00 Samantha Long and Albert Brown met with Commissioners. Commissioner Grewell moved to approve Professional Services Agreement for Historic Preservation from April 1, 2016 – March 31, 2017; Commissioner Prinkki seconded; motion carried. Commissioner Grewell moved approval of the State of Montana Agreement MT-16-014 Certified Local Government Grant; Commissioner Prinkki seconded; motion carried.
They also discussed the Historic Evaluation Fee. The Preservation office would like to establish a $75 flat fee for historical evaluations and fee of $75/hour with a $200 minimum for Cell Tower and Subdivision Reviews
10:30 Commissioners processed time approvals for the period of March 6 – 19, 2016.
Commissioners discussed travel expenses for the Golden Eagle Working Group Meeting Commissioner Prinkki will be attending. It was noted that the Impact Fee Assessment would be used to reimburse the County for those travel costs.
