Commissioners Doug Tucker, John Grewell, and John Prinkki and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
Red Lodge School Board Trustee Bob Bilyeu and Superintendent John Fitzgerald met with Commissioners regarding relocating the bus barn. The school district’s bus fleet is aging faster than it should be; the school district would like to lease or purchase land to relocate buses to a covered barn to reduce weathering, make maintenance easier, and reduce slip and fall incidents for drivers. Commissioners requested they approach the Fair Board about land at the fairgrounds.
Commissioner Grewell moved acceptance of the March 13, 2017 Commissioner’s proceedings; Commissioner Prinkki seconded; motion carried.
9:00 Civil Deputy Attorney Jacque Papez met with Commissioners. She received a call from Jared M. LeFevre with Crowley Fleck Attorneys, counsel for EverPower. He requested the tax protest provision of the New and Expanding Industry Resolutions be removed. Jacque suggested if the Commissioners were inclineD, there may be a way to compromise and set a protest threshold.
9:30 Commissioner Grewell moved approval of GreatWest Engineering Task order #6 – Gibson Road Riprap Floodplain Permitting; Commissioner Prinkki seconded; motion carried.
9:35 County Attorney Alex Nixon joined the meeting. Commissioners and attorneys continued the discussion regarding the protest provision in the wind farm New and Expanding Industry Resolutions. At this time, the Commissioners are inclined to wait for EverPower to finalize the power purchase agreement or to submit a revised New and Expanding Industry application. They also discussed Remington Ranch; the home owner’s association would like to change the conditions of subdivision approval related to fire suppression. Commissioners and attorneys believe it would be best for that request to go through the planning board.
Commissioner Grewell moved approval of Resolutions 17-04 and 17-05 appointing special investigator and counsel for conflict of interest cases; Commissioner Prinkki seconded; motion carried. Commissioner Tucker abstained from the vote.
10:00 Tom Kohley was interviewed to fill the upcoming Red Lodge District Commissioner vacancy. Beth Hutchinson was present.
11:00 Jim Barrett met with Commissioners for bid opening on old jail demolition. One bid was received Barrett Concrete Cutting for $25,600. Commissioner Grewell moved to accept the bid as presented; Commissioner Prinkki seconded; motion carried.
12:00 Lunch
2:00 Insurance committee Meeting. Pam Schwend, Jane Swanson-Webb, Jerrid Bergum, Jeff Schmalz and Pam Walling from MACo Heath Care Trust were present. Pam presented renewal rates; Carbon County will receive an 11.8% premium increase for the 2017-2018 plan year which was in line with the Trust average.
