COMMISSIONERS’ PROCEEDINGS        

          March 31, 2016

          Commissioners Doug Tucker and John Grewell were present. Commissioner Prinkki was attending the Wyoming Biofuels Conference.

8:30 Pledge Allegiance

John Husar and David McClain met with Commissioners regarding the Mud Springs Wind Project. They have finalized the power agreement with Pacific Corp. and the management committee does not believe the project can afford a large impact fee. Board would like to notify Commissioners that $150,000 impact fee their best offer. Everpower still plans to apply for New and Expanding Industry Tax Abatement and the project’s financial models rely on that abatement be granted.

Commissioner Tucker moved to approve February 29, March 3, March 7, and March 14 Commissioners’ Proceedings as presented; Commissioner Grewell seconded; motion carried.

Commissioner Prinkki sent a letter of support for the Wyoming Department of Transportation TIGER Grant Application for the Beartooth Highway.

9:00 Commissioner Grewell moved acceptance of Montana Department of Transportation Memorandum of Understanding for Five Mile Creek Road Bridge Replacement; Commissioner Tucker seconded; motion carried.

9:40 County Attorney Alex Nixon met with Commissioners. His office has sent a letter to all municipalities regarding disseminating criminal justice and criminal investigation information to unauthorized personnel including Mayors. He noted agencies could lose access to the Criminal Justice Information Network (CJIN) if information is provided to unauthorized personnel. 9:55 DES Coord. / GIS Mgr. Tom Kohley joined the meeting. Regarding the tire burn last week Tom asked what was the County’s authority to bill an individual for the County’s fire suppression costs for an unauthorized burn. Commissioners thought the Sanitarian had confirmed these costs could be billed to the landowner.

10:05 Clerk and Recorder Marcia Henigman met with Commissioners. Commissioner Grewell moved to accept the request for records disposal; Commissioner Tucker seconded; motion carried. Commissioner Grewell moved to approve Montana Public Employees Retirement Association User Agreements for Marcia and Administrative Assistant Angela Newell; Commissioner Tucker seconded; motion carried. Marcia and the Commissioners also discussed the sale of Tax Deeded land described as S1/2 of Lot 8, Block 1, Campbell Addition, Bridger. Commissioners authorized Marcia to offer the parcel for private sale at the original auction price to the two parties that have expressed interest. If the parties are not interested in the property at that price the Commissioners would like to go out for auction again.        

 

10:30 Commissioner Grewell moved acceptance of the Montana Department of Transportation Highway Safety Grant for the Carbon County Sheriff’s Office; Commissioner Tucker seconded; motion carried.

10:45 Sheriff Josh McQuillan presented a burial invoice for an indigent burial; Commissioners approved.

11:00 Sheriff Josh McQuillan, Justice of the Peace Kevin Nichols, Extension Agent Nikki Bailey, Clerk of District Court Rochelle Loyning, Treasurer/Superintendent of Schools Jane Swanson-Webb, Clerk & Recorder Marcia Henigman, DES Coord. / GIS Mgr. Tom Kohley, Sanitarian Josh Juarez, and County Attorney Alex Nixon met with Commissioners for the department head meeting. They discussed Personnel Policy revisions, new employee orientation forms, Health Insurance Open Enrollment, paperwork for those planning to retire, and preliminary budgets for 2016-2017.

11:40 Commissioner Grewell moved to adopt Resolution 2016-06 to Establish the 2016 Fire Season from January 1 – December 31; Commissioner Tucker seconded; motion carried.
