COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker, John Grewell, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:00 Treasurer Jane Swanson-Webb, and Road Department employees Richard Gorsuch, Greg Spencer, Shawn Mains, Eric Walker, Tim Blair, Tyson Bauwens, and Vern Adkins met with Commissioners to discuss health insurance. Employees expressed their frustration with the rising cost of health insurance premiums with no additional contribution from the County. Commissioners noted CPI takes into account medical costs and the Commission is proposing a 2% salary increase to help make up for increased premium costs.

Commissioner Grewell moved to appoint Shannon Foley as County Administrator Per Title 72, Chapter 15 MCA; Commissioner Bullock seconded; motion carried.
Commissioner Grewell moved to accept Treasurer Cash report for April 2017; Commissioner Bullock seconded; motion carried.
Ken Karina met with Commissioners regarding the appeal of his floodplain permit denial. Commissioners agreed to extend the 30-day appeal period so he had a chance to discuss the appeal with Sanitarian Josh Juarez.
9:45 Sheriff Josh McQuillan met with Commissioners regarding the Joliet Law Enforcement Services Agreement. The Agreement includes additional funds to increase Bob Reed from a Reserve Deputy to a Part-Time Deputy and funding for the Marsy’s Law Victim Witness Advocate position. Commissioner Grewell moved to approve Joliet Law Enforcement Services Agreement for a 3-year term; Commissioner Bullock seconded; motion carried
Sheriff McQuillan and Commissioners also discussed a letter from Reserve Deputy Pete Cretelli regarding teaching Responsible Alcohol Sale and Service classes. Commissioners asked the letter be forwarded to DUI Task Force Coordinator Mary Camron.
Commissioner Tucker appointed Commissioner Bullock to represent the Carbon County Commission on HRDC and Juvenile Detention boards.
10:00 Sanitarian Josh Juarez was on vacation and not available for his monthly update.
10:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his monthly update (report attached). The State Advisory Committee has ranked Homeland

Security Grant applications; the Bridger Radio tower replacement ranked 18th and 911 Call taking equipment ranked 37th of the 56 applications received.
1:00 Commissioner Bullock moved to approve agreement with Great American Leasing for phone system; Commissioner Grewell seconded; motion carried.
Commissioners processed employee time approvals for April 16-29, 2017.
