Commissioners Doug Tucker, John Grewell, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
Ladel Hill Target Construction. Wants to expand his business into portable toilets, but is having issues locating places to dump the waste without having to drive to Billings. He asked the Commissioners what would need to be done to allow him to have a holding tank until there was enough to justify a trip to Billings. Commissioner Grewell suggested he look into land application; not sure if a holding tank is allowed for this use.
8:40 Ken Karina met with Commissioners regarding appealing denial of floodplain permit. Commissioners will have Sanitarian Josh Juarez call and schedule a time to meet with him to fill out floodplain appeal form.
9:00 DUI Task Force Coordinator Mary Cameron met with Commissioners regarding DUI Task Force Plan. Commissioner Grewell moved approval of DUI Task Force Plan for July 1- June 30, 2018; Commissioner Bullock seconded; motion carried.
9:30 County Attorney Alex Nixon and Red Lodge City Council member and DSVS employee Anna Drew met with Commissioners regarding the creation of the Marsy’s Law Victim Advocate Position. Alex would like the position to have the same pay scale as 911 Dispatchers/Clerks. Municipalities have expressed interest in entering into an interlocal agreement for Marsy’s Law compliance but Joliet is the only one who has committed. Commissioner Grewell suggested the County Attorney write letter to the municipalities with a final commitment date for them to enter into an interlocal agreement. Anna Drew noted the City of Red Lodge has included contracting with the County in their preliminary budget and will work to get confirmation to the County. Commissioner Grewell moved to finalize job description and create Marsy’s Law Victim Witness Advocate Position; Commissioner Bullock seconded; motion carried.
9:40 Fair Board Chair Danny Mydland met with Commissioners regarding de-annexation of the Fairgrounds. All parties hope to have finalized before the Fair.
10:00 Forest Service Building Rental agreement. Commissioner Grewell moved to waive fees for Forest Service use of the Edgar Gruel Building for Public Comment for Forest Service Plan Revision in September; Commissioner Bullock seconded; motion carried.
Following Thursday’s discussion, Commissioner Bullock and Commissioner Grewell will meet with the Bridger Road Crew regarding supervisory changes until Doug Tucker’s case is finalized.
10:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding the DNRC’s changes to the Restrictions Enclosure Plan which gives definitions and guidelines for implementing fire restrictions. Commissioner Grewell moved to accept the changes and to allow Tom Kohley to execute the document on behalf of Carbon County; Commissioner Bullock seconded; motion carried.
Tom and Commissioners also discussed the issue of people burning without burn permit. There have been two fires that Roberts Rural Fire was called out to where people were burning without a permit.
