Commissioners Scott Blain and Bill Bullock (tele-conference); Commissioner-elect Scott Miller; Administrative Officer Angela Newell; and Commissioners’ Secretary Barbara Krizek were present.

8:30 Pledge of Allegiance

9:00 Red Lodge Airport. Board members Steve Smith, Gary Herem, and Merrill Pfeifer (tele-conference) joined. Commissioner Blain moved to approve Red Lodge site leases for William Morean (Bobcat Aviation) for 11B/C, William Dana for 3C, and Everett Atherly for 2A. Smith seconded. Discussion regarding a “sunset” deadline for hangar construction when a site is leased; Newell stated a revised Master Lease would need approval by the Town of Bridger, City of Red Lodge, and the Joint Airport Board before it can be used for future lease agreements. The Airport Board will work towards drafting a new Master Lease including a “sunset” deadline. Smith seconded. Motion carried. Commissioner Bullock moved to approve the Montana Department of Transportation grant application to repave Red Lodge airport in FY2021-2022 ($160k request towards $320k project); Smith seconded; motion carried. Discussion regarding hiring the Red Lodge Airport Manager. Newell stated that the position can be funded at $18.25/hour within the budget; current wage is $12.85. Smith moved to approve a conditional offer of employment to Jeff Wise for Red Lodge Airport Manager at $18.25/hour; Blain seconded; discussion regarding capping hours to stay within budget; motion carried. The back-up snowplow operator will be the Fair Manager Mike Schilz.

Commissioner Bullock moved to approve Employee Time as presented; Commissioner Blain seconded; motion carried.

Commissioner Bullock reported that the Chance Road bridge re-construction is being pushed out to 2023 due to delay in Federal funds.
