Commissioners Doug Tucker, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
9:00 County Attorney Alex Nixon and Civil Deputy Jacque Papez met with Commissioners to discuss the Interlocal Agreement for the Administration of the Red Lodge Cemetery District. Noted changes, including prohibiting the district from acquiring land, contracts require bid process, provision for City to provide free water. Commissioner Bullock moved to accept the interlocal agreement as revised; Commissioner Blain seconded; motion carried.
9:30 Commissioner Blain moved to accept the 2017-2018 Inmate Excess Medical Insurance and/or Claims Administration Management Agreement; Commissioner Bullock seconded; motion carried.
10:00 Commissioner Bullock moved to approve MSU Extension Services Agreement for FY 2018; Commissioner Blain seconded; motion carried.
10:30 Gordy Blevins and City Councilwoman Cory Thompson met with Commissioners. They are both representatives on the City of Red Lodge Recycling/Garbage Board. The City is overwhelmed in the summer with garbage being disposed at public parks and other easily accessible dumpsters. They would to start a discussion with the County about constructing a “garbage transfer station” to help take pressure off City garbage services. Commissioner Tucker believes Stillwater County’s “transfer station” is funded by a special district; he also noted the County has problem with garbage being dumped off county roads. Commissioner Bullock asked about locating something at the City Road Shop. Cory noted the Forest Service is having same problem and approached City about a solution. The Garbage/Recycling Committee meets every other month. After they have had a chance to visit other transfer stations and to assess possible locations they will be back in touch.
11:00 Commissioner Bullock moved to approve letter of commitment AARP; Commissioner Blain seconded; motion carried.
Commissioner Bullock moved to approve Commissioners closed proceedings from October 10 and regular proceedings from October 12, 2017; Commissioner Blain seconded; motion carried.
11:30 Commissioner Blain moved to adopt Floodplain Administrator Job Description and post notice of the open position; Commissioner Bullock seconded; motion carried.

Commissioner Bullock moved to approve employee time reports for October 29 – November 11 with noted adjustments; Commissioner Blain seconded; motion carried.
