Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Town of Joliet ARPA Grant. Joliet Mayor Dakota Mitchem, Joliet Clerk Amber Foechterle, Tripple Tree Engineering Jason Crawford, Joliet Town Council Gary Foecterly, and Joliet Public Works Director Charley Buechler were present. Crawford gave an update about the competitive grant; the waste water portion was funded, but the water portion, including the increased line size to the County’s property, was not. Joliet has started an application for the second round of ARPA funding for water but do not plan on including upsizing water service size to the County’s property. Discussion regarding water and sewer main extensions. The County has been contacted by a developer that may be interested in building affordable housing on the property. David Lehneherr joined the meeting. Discussion regarding match requirements for the awarded grant; requirements for maximum points is already secured. Discussion regarding various options for potential workforce housing development, including sale of property or the creation of the Port Authority to lease the property. Newell and Foechterle will coordinate for the details of the interlocal agreement for the pass-through funds for the County’s Minimum Allocation Funds that are going toward the Sewer project. The County will also prepare a short narrative regarding what County intends to do with its property. Crawford noted affordability is a component of review criteria; does not believe including the extension of water will affect the score.
Blain moved to approve Commissioners’ Proceedings for October 28th, November 2nd, November 4th; Miller seconded; motion carried.
Bullock noted in discussions with Sheriff Josh McQuillan regarding Court House facilities and possible reconfiguration of Court House Offices to bring court services downstairs and relocate some Sheriff services to another location (either property in Joliet or consider co-locating on RL Fire training facility); will discuss further on Tuesday.
9:30 Red Lodge Mayor Bill Larson met for this weekly update. Discussed Monday night’s wind event; DES is looking at whether or not it met criteria for disaster declaration.
10:00 County Attorney Alex Nixon joined for his weekly meeting. Discussed Tuesday’s meeting regarding County Facilities planning and various options.

10:30 Blain moved to approve Resolution 2021-33A Participate in National Opioid Settlements; Miller seconded; motion carried.
11:00 Abby Lotz Beartooth Billings Clinic CEO met with Commissioners for introductions. Public Health Officer Cyrina Allen and Public Health Coordinator Erin Cross were in attendance.
