Commissioner Blain moved to accept minutes from September 14, 18, 25, and 28; Commissioner Bullock seconded; motion carried.
Commissioner Blain moved to accept Treasurer October 2017 report; Commissioner Bullock seconded; motion carried.
Commissioner Blain moved to accept District Court Fines and Fees Receipts Summary for October 2017; Commissioner Bullock seconded; motion carried.
Commissioner Blain moved to accept Clerk and Recorder October 2017 Report; Commissioner Bullock seconded; motion carried.
9:00 Civil Deputy Jacque Papez met with Commissioners. Deputy County Attorney Shannon Foley and DES Coord. / GIS Mgr. Tom Kohley noted received Tom Dunn’s report from his evaluation of the Simulcast radio system. The County will need to make a decision on the Blue Wave equipment. Blue Wave does not appear to be in operation any long.
Tom Kohley notified commissioners of an Exon Mobile spill of 150 gallons of drilling fluid from bentonite mining. DEQ stepped in and issued clean up orders.
9:20 Meeting closed to discuss Personnel issue.

DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding having Alternatives community service clients paint at the EOC.
Commissioner Bullock moved to approve Quit Claim Deed to Montana Department of Fish Wildlife and Parks for Wild Cate Fishing Access Site; Commissioner Blain seconded; motion carried.
10:15 Commissioner Bullock moved to approve Immunization Program Grant Amendment to extend the grant two quarters with additional funding; Commissioner Blain seconded; motion carried

11:00 Insurance Committee Meeting. Committee members Jane Swanson-Webb, Jeff Schmalz, Jerrid Bergum, Judy Prinkki, and Pam Walling were present. Lola Ashby was also present. Discussed wellness screenings and reviewed the process for issuing Requests for Proposals (RFP) and rules for shopping for insurance. Pam has an RFP template that the committee can customize. Pam also reviewed deadlines related to the RFP: notify the MACo Health Care Trust if the County wishes to leave the Trust by March 1; if there will be plan employees must be notified before 60 days before changes take effect (May 1). Pam recommends a three-week solicitation period; insurance selection does not require a formal process. Pam noted that if the County leaves the Trust it must stay out for 3 years. She noted the Committee can also review insurance tiers within the Trust; Pam noted the County does not have family friendly tier. She believes Carbon County is the only County in the Trust not covering the full premium cost of the basic plan. Pam also noted the BlueCross Medicare Retiree plan would be lost if the County leaves the Trust.
