COMMISSIONERS’ PROCEEDINGS       

          November 23, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

          8:30 Pledge of Allegiance.

          9:00 Commissioner Tucker moved to accept Resolution 2015-18 changing the location of the morning portion of the December 7th meeting to the Joliet Extension Office meeting room; Commissioner Grewell seconded; motion carried.

          Commissioner Grewell moved to approve meeting minutes for November 16th and 17th; Commissioner Tucker seconded; motion carried.

          Don Lorash met with Commissioners regarding the proposed voter precinct consolidations. Election Administrator Judy Christensen joined the meeting to discuss cost savings of precinct consolidation. Judy noted that per Montana Law, voter precincts should be as close to the same size as possible, the precinct consolidations will help bring Carbon County closer to compliance. Commissioners noted that cost saving measures may help protect other programs that receive County funding.

          10:00 Planning Director Brent Moore met with Commissioners regarding the Mangy Moose Subdivision Preliminary Plat Approval. The parcels are going through Minor-Subdivision review to combine two existing agricultural tracts to remove the ag covenants so a single family home can be built. The subdivision is requesting a variance for a proposed driveway that exceeds the maximum slope allowed in the Subdivision Regulations. Brent reviewed the conditions of approval recommended by Planning Board (attached Memo). Brent noted that condition number 9 was recommended by the Planning Board, but was advised against by the County Attorney; he recommend condition 9 not be included in preliminary approval. Commissioner Grewell moved to approve the Preliminary Plat for the Mangy Moose Subdivision with conditions 1-8 as stated on recommendation for approval; Commissioner Tucker seconded; motion carried.

          Commissioners discussed appointment of Compensation Board members. To get the terms in line with other boards they would like Compensation Board member terms to run January 1 – December 31.

          10:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his weekly update. He discussed a rollover on Fox East Bench Road this morning, the last LEPC meeting which was well attended and had representative from all but one school in the County, working on a public weed map of spray sites for the website, and the active shooter defense training he attended, Tom would like to bring the speaker to Red Lodge.

          10:55 County Attorney Alex Nixon and Deputy County Attorney Jacque Papez met with Commissioners to discuss contracting the Deputy position. Would like to issue RFP for services.

          11:15 Commissioner Grewell moved the Connect Group Equipment and Contract Extension Agreement to integrate 911 into the County’s current phone system; Commissioner Tucker seconded; motion carried.

          Commissioner Grewell moved approval of the TSEP Contract #MT-TSEP-CG-17-845 County Management Plan and Start Up Conditions for East Pryor Road Bridge; Commissioner Tucker seconded; motion carried.

          Commissioner Grewell moved to send the Commission’s response to Elizabeth Scanlin regarding East Rosebud Road and attach to minutes; Commissioner Tucker seconded; motion carried. 

          Commissioners discussed the Joliet Road Foreman’s positon as Al Swigert is retiring in December. In 1994 the Union filed a grievance regarding the appointment of a Foreman; in the record of that grievance the County Attorney noted posting vacant positions as outlined in the Union Agreement did not apply to the Foreman position.

          11:30 Rachel Court from Senator John Tester’s Office met with Commissioners. She noted that Senator Tester has signed a letter urging 2016 PILT funding. They also discussed the Mud Springs Wind Project and eagle migration issues.
