Commissioners Scott Miller, Scott Blain, and Bill Bullock were present.
8:30 Pledge of Allegiance.
8:45 Disaster and Emergency Services (DES) Coordinator Cyrina Allen gave an update on the rock debris removal project that the state DES has sponsored. The Montana Department of Transportation approved sites 1 and 2 but Fish Wildlife and Parks (FWP) would only permit site 1 close to the 19th Street bridge. FWP denied the permit on site 2 because they were concerned about the fish eggs and turbidity. FWP denied the Rockvale bridge permit. State DES had requested more work to be done in Fromberg as they had about 30,000 cubic yards of material to be removed and had only removed about 5000. However, FWP has denied the permit for more removal.
9:30 Administrative Officer Angela Newell joined the meeting. Bullock moved to approve the Red Lodge Mountain (RLM) Sander Truck Sale, Radio Tower Lease, and Road Maintenance Agreement; Blain seconded; Bullock noted the machinery transfer is for the benefit of RLM and the County; RLM will pay $2,000 plus the cost of repairs over the last several years for the sander truck; the agreement also covers tower lease and RLM assuming the maintenance of Ski Run Road from the intersection of West Fork to the Mountain. Motion carried.
Discussion with Allen regarding rock debris removal continued. Once debris has been deposited it can be repurposed for other projects as long as the GPS locations of the pit and project are provided to FEMA.
Commissioners signed a letter authorizing Extension Agents to drive the County pickup truck.
Miller moved to approve minutes from October 19, 24, and, 26, 2023; Blain seconded; motion carried
10:00 Clerk and Recorder Macque Bohleen met regarding the price of S18, T07 S, R24 E, PILLSBURY PLACER MS # 7281, for Tax Deed Sale.
Public Health Director Erin Cross met regarding the COVID Health Equity Grant (CHEG) amendment to allow funding to be used for a broader scope of expenditures outside of the original allocation for staff costs.
10:50 Blain moved to approve Order 2023-02 to Sell Tax Deeded Land at Public Auction; Miller seconded; motion carried.

Blain moved to approve Resolution 2023-33 to Fix the minimum price for the Tax deed sale at $3,165.59; Bullock seconded; motion carried.
