Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.

Miller moved to adopt Resolution 2022-25 to purchase Cedar Wood Villa; Bullock seconded; motion carried.
Miller moved to approve Shannon Posey as an authorized singer on County Bank Accounts; Bullock seconded; motion carried.
9:30 Contracted Planner Forrest Mandeville, Clerk and Recorder Macque Bohleen, Kate Stout of Red Lodge Surveying, and Joel Adams met regarding the Final Amended Plat – Lot 3C Beartooth Business Park. Mandeville reviewed his staff report. Miller Having reviewed and considered the application materials, project memorandum, and all of the information presented, moved to approve the Amended Plat of Lot 3C, Beartooth Business Park Subdivision, final plat; Bullock seconded; motion carried.
Commissioners discussed Public Health Grants, expectations of the services provided by Public Health, staffing levels, and available office space.

Bullock moved to approve a County Credit Card for Macque Bohleen; Miller seconded; motion carried.

Mandeville and Commissioners discussed the upcoming legislative session, zoning recommendations from the Governor’s Housing taskforce, and various efforts to simplify developments processes. Mandeville noted his frustration that the staffing challenges with the various state permitting agencies have not been part of the conversation.

Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met with Commissioners regarding the Road Department Fire Fighting team and fire boot purchases. Discussion about increasing the dollar allotment and extending the replacement cycle. A meeting will be scheduled at a later date to discuss the specifics with Union representation.
Discussed signs for Pits Memorial Bridge.
Discussed Peck Gulch Road Petition to Abandon; postponed until Blain returns.
Discussion about gravel purchases and cost of crushing vs. purchasing.

Discussion regarding the City of Red Lodge Flood Plain Administrator’s cease and desist order regarding work being done on highway 212.

10:50 Blain moved to approve Commissioners Proceedings for October 28 and November 1, 2022; Miller seconded; Motion carried.

Blain presented his road viewers report on the Petition to Abandon a Portion of Peck Gulch Road. Blain moved to accept the road viewers report and to abandon the portion of the road requested in the petition; Miller seconded; Blain noted he has discussed the abandonment with the two affected land owners, both support the abandonment, the land does not provide access to any public lands, and does not have a negative impact on the County. Motion carried.

11:00 Brittney Barnett and Fair Board Chair Melissa Ostwald met with Commissioners regarding her dispute of charges for the fair rental. Barnett has $420 in rental fees due per the Fair Board. Discussion of camping spots, use of horse stalls, and garbage disposal issues. Blain moved to keep the rental deposit and to waive any other additional fees; Miller seconded; motion carried with Bullock voting against.

Miller discussed gravel crushing contract with Matriarch; who has claimed that in discussion with Foreman the pits are not ready
