Commissioners Scott Blain and Bill Bullock and Commissioner-elect Scott Miller; Administrative Officer Angela Newell; and Commissioners’ Secretary Barbara Krizek were present.

8:30 Pledge of Allegiance

8:40 Gary Levine of Spectrum Architects joined the meeting to discuss the Public Services Building re-model project which commenced this week. Discussion continued on the public awareness campaign for the proposed Detention Facility. Bond election may be scheduled for March 2021; Levine opined that a bid process starting March 2022 would be reasonable and advantageous timewise. Commissioner Blain shared that the proposed Detention Facility site appraisal was received and supported the purchase price.

Commissioner Bullock moved to approve Diane Keller for re-appointment to the Bridger Area Parks and Recreation Board; Commissioner Blain seconded; motion carried.

Commissioner Bullock moved to appoint Tina Kercheval of Belfry to replace Pat Hill on the Clarks Fork Valley TV District #1 Board; Commissioner Blain seconded; motion carried.

Commissioner Bullock moved to accept the Clerk and Recorder Monthly Deposit Reconciliation for October 2020; Commissioner Blain seconded; motion carried.

Commissioner Bullock moved to accept the District Court Fines and Fees Distribution Report for October 2020; Commissioner Blain seconded; motion carried.

Commissioner Bullock moved to accept the Treasurer Cash Report for October 2020; Commissioner Blain seconded; motion carried.

Commissioner Blain signed the Bureau of Land Management mineral materials free-use permit issued to the Road and Bridge Department in order to provide gravel for the maintenance of the County’s transportation network.

9:30 Red Lodge Mayor Larson joined the meeting. Newell expressed appreciation for Red Lodge Police Department’s escort at the polling places for the General Election earlier this week. Update on the Christmas Stroll; COVID-19 modifications are being discussed and Broadway Ave will be closed after all.

10:00 County Attorney Alex Nixon joined the meeting (tele-conference). He is coordinating with the Town of Joliet’s legal representative regarding the Interlocal Agreement to annex the proposed Detention Facility property. Discussion regarding pursuing appointing Commissioner-elect Scott Miller in advance of January; Montana Code Annotated 7-4-2016 outlines the process. In order to not cause public confusion, Commissioners decided to wait for his term to start in January.

10:30 Tele-conferencing into the meeting were Erin Thames, Sarah David, Tony Grant and Jack Liles of AM Trace to discuss a contract for per diem COVID-19 contact tracing services. Commissioner Bullock outlined that he inquired with the State and National Guard for contract tracing services, but they were unable to provide help. AM Trace would function as back-up for, and work with, Public Health, if needed; costs are reimbursable by CARES Act. 10:35 Carbon County News Reporter Eleanor Guerrero joined the meeting via tele-conference. Commissioner Bullock moved to approve the quote provided by AM Trace for backup contract tracing services; Commissioner Blain seconded; motion carried. 10:38 Guerrero departed the meeting.

11:00 Disaster and Emergency Services (DES) Coordinator Cyrina Allen and Geospatial Information Systems Coordinator / Fire Warden Tom Kohley joined the meeting for their monthly updates. Report attached. Discussion regarding purchasing a vehicle for Kohley; $30.5k in FY20-21 budget.

11:30 Commissioner Bullock moved to approve contract extensions for COVID-19 Incident Management Team members Jason Mahoney and Madeline Polivka; Commissioner Blain seconded; motion carried.
