COMMISSIONERS’ PROCEEDINGS       

          November 9, 2015

          Commissioners Doug Tucker and John Grewell were present.

          8:30 Pledge of Allegiance.

          Commissioner Tucker moved to accept Justice Count End of Period Disbursement for October 2015; Commissioner Grewell second; motion carried.

          Commissioner Tucker moved to accept commissioners meeting minutes for November 2nd and 5th; Commissioner Grewell seconded; motion carried.

          9:00 Monica Plecker and Josh Juarez met with Commissioners to discuss implementing a flood plain permit fee and fee for variance requests. Tucker moved to set the Flood Plain Application Permit fee at $50.00 and the Flood Plain Variance Application fee at $250.00; Commissioner Grewell seconded; motion carried. New fees will be effective December 1, 2015.

           9:30 DES Coord. / GIS Mgr Tom Kohley met with Commissioners for his weekly update. Highlights of the discussion include: $23,000 in additional Emergency Management Planning Grant (EMPG) funds to upgrade telecommunications at the Emergency Operation Center; the Local Emergency Planning Committee (LEPC) will be returning to monthly meetings and in November will focus on the Emergency Operating Plans for County schools; Tom is working with Elections to create interactive maps for the voter precinct change public meetings; Burn Permit system is up and running, 186 permits have been issued to date; Tom recommends the permit cost be reevaluated for the first quarter of 2016, costs through the end of 2015 are estimated to be $1,500.

          10:00 Commissioners participated in a conference call with MT Dept. Transportation (MDT) and Great West Engineering to discuss the Homestead Road Bridge project. Homestead Road Bridge is included in State off system bridge program but that program does not expect to be able to fund the project until 2022. MDT interested in incorporating TSEP funds into off system program to replace the bridge sooner.
