Commissioners Scott Miller and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Public Comment period. Jim Pigeon & John Sunday met with Commissioners regarding Meeteetse Trl maintenance. Property owners would like to purchase material for the road dept. to apply. Bullock noted priority is school bus and ag farm to market roads. Would like to work with them but can not promise a timeline for the application.
Marcella Manuel met with Comm to request a meeting with realtors. Bullock will attend meeting next Wednesday.

9:20 Miller moved to approve the 2021-2012 Agreement for CRS Inmate Medical Insurance; Bullock seconded; motion carried.

9:51 Miller moved to grant the prayer of the petition to establish the speed limit of Grove Creek Rd to 35 MPH; Bullock seconded; Bullock noted petition included 11 property owners. Motion carried.

Miller moved to accept Justice Court Fines and Fees report for September 2021; Bullock seconded; motion carried.

Miller moved to approve Public Health Services Temp Agreement with Karen Clayson; Bullock seconded; motion carried.

Miller moved to approve Public Health Emergency Preparedness Services agreement with Jason Mahoney of 373 Consulting; Bullock seconded; motion carried.

Miller moved to approve Public Health Clerk Agreement with Kirsten Sweet; Bullock seconded; motion carried.

Miller moved to approve Open and Closed proceedings for September 9, September 16, and September 21; Bullock seconded; motion carried.

10:20 DES Coordinator Cyrina Allen met with Commissioners for purchase request forms for EMPG Reverted Funds Grant. The Grant project is for $7,000 and requires a 50/50 match for EOC radios; $3,500 will come from EMPG Reverted funds grant, the remaining $3,900 will be paid with 911 or PILT Communications funds.

Bullock would prefer full match come from 911. 911 State grant for ProQA software enhancement; Allen noted there has not been a procurement process, but the software is proprietary and the only one of its kind compatible with our current system. Commissioners requested statement from Zurcher that software is the only option for this function to integrate into existing CAD system.

10:30 Miller moved to approve the Red Lodge Mountain Winter Sander Lease Agreement for 2021-2022; Bullock seconded; motion carried.

Commissioners discussed possible Court House additions and had brief conversation with Gary Levine from Spectrum Architects regarding past discussions about adding on to the building between the north end of the Court House and the Elks lodge.

Commissioners discussed property in Joliet; no word yet on State Competitive ARPA grant awards.

12:00 Lunch

1:00 Town of Fromberg Mayor Tim Nottingham met with Commissioners to discuss Interlocal Agreement for Cooperative Infrastructure projects similar to agreements with Red Lodge, Joliet, and Bridger. Discussed limited town resources and need for occasional assistance. Nottingham noted looking at using BARSAA money for street by legion hall that needs to be repaved. Miller moved to enter into interlocal agreement for cooperative infrastructure projects; Bullock seconded; Miller noted the benefits for Fromberg to leverage County assistance and for the County to provide assistance in an equitable manner to all municipalities. Motion carried.
