Commissioners Scott Miller, Scott Blain, and Bill Bullock were present.
8:30 Pledge of Allegiance.

0830 HR Specialist Kate Asbury met to discuss an HR issue. Bullock moved to close; Miller seconded; motion carried.

0900 meeting reopened. Brent Moore of Interstate Engineering came in to check if the County had heard the status of the Federal Lands Access Program (FLAP) Grant and bridge projects, he will check today due to no answer as of yet.

0900 Contract Planner Forrest Mandeville and Clerk and Recorder Macque Bohleen met to for the revised Subdivision Regulations. The Family transfer exemption was discussed; the Planning Board recommended a 2-year holding period in accordance with Senate Bill 158. Discussion of historic family transfer issues relating to subdivision evasion. Mandeville clarified several different scenarios regarding the application of the 2-year holding period for family transfers noting 7 surveys specific to family transfers were submitted in the last few years of those 5 went through the development process. Bullock moved, Blain seconded, to approve Resolutions 2023-28 to Adopt the Revised Subdivision Regulations; motion carried.

1030 Bullock moved, Blain seconded, approval of employee time. Motion carried.
