Commissioners Scott Miller, Scott Blain, and Bill Bullock were present.

9:30 Treasurer Lori Lynde presented the quarterly report for a total of $31,013,965.35. Blain moved to accept the report, Miller seconded, motion passed.

10:00 County Attorney, Bullock moved to close the meeting for litigation strategy and personnel issues, Blain second, motion passed.

Meeting was opened again at 10:40

10:45 Inmate Medical Insurance. Blain moved to approve the Insurance Agreement. Bullock Second. Motion passed.

11:15 Cyrina Allen, DES was present to discuss a few things. First she was pleased to announce that Carbon County is the only County that has been approved for rock debris removal to date. Areas included are Rock Creek in Red Lodge, Western Ranch estate area, Rockvale bridge, and south of the bridge in the Fromberg area. The deadline to complete this rock debris removal is 12/16/2023. DES has been made aware of potential disagreements with the City of Red Lodge regarding what may need to be removed. With such a short timeline we will be requesting the City of Red Lodge to provide clarification on their request for debris removal by 11/1/2023 at noon so we can move forward and provide the contractor with priorities. At this point Commissioners would prioritize in the following order; Fromberg, Rockvale, Western Ranch Estates and then Red Lodge until Red Lodge can better identify their needs. Rock removed will need to be placed in SHPO-approved gravel pits.
