Commissioners Scott Miller and Bill Bullock were present.
8:30 Pledge of Allegiance.
9:00 Meeting recessed and Bullock departed so Miller could deal with an HR issue.

Closed session to discuss cyber security according to ARM 44.3.2902.

9:30 Meeting resumed.

Motion by Bill Bullock and second by Scott Miller to approve Clerk and Recorder monthly reconciliation for September 2023 for 10,488.65, Motion carried.

Motion by Bill Bullock and second by Scott Miller to approve monthly cash for treasurer for September 2023 for 2,430.00, Motion carried.

Motion by Bill Bullock and second by Scott Miller to approve monthly disbursement for Carbon County District Court for September 2023 for $4,113.09, Motion carried.

10:00 The Board postponed a decision on the Colligan water contract until department heads could provide feedback about their ability to access the water.

Motion by Bill Bullock and second by Scott Miller to place Doug Stringari on the Fair Board for the remainder of JillAnn Knutson’s term for District #1 to end 12/31/2024 and reappoint Scott Cain on the Library Board for the District #3 position with the term ending 6/30/2028, Motion carried.

10:30 GIS/Fire Warden Tom Kohley briefed the Commissioners for his October 2023 update. The County has about 8100 structure addresses and he is working on more; 8 new county address permits and 3 city permits for Red Lodge. There have also been 2 road approach permits. Kohley has submitted his reimbursement request to DNRC for the Smith River Cx fire he worked on for $12,218.00. Kohley discussed the need for the County to update the GIS system to make sure we know what roads are county roads and what roads are private. Kohley has found a few roads that are not in our system that are being maintained and some that are being maintained but that are not in the system.

Commissioners discussed the State Equalization Mill Levy. The State has requested that the statutory maximum of 95 Mills be levied despite the floating mill levy being calculated as 77.89 mills. Motion by Bill Bullock and second by Scott Blain to approve Resolution 2023-27 Fixing State Equalization Mill Levy for the fiscal year beginning July 1, 2023 and ending June 30, 2024 with State Equalization Aid Levy of 32.90 Mills, the County Elementary Equalization Levy of 27.00 Mills, and the High School Equalization Levy of 18.00 Mills, for a total of 77.89 mills, as determined by the Montana Department of Revenue. Motion carried.

Deputy Clerk and Recorder/Accounts Payable Clerk, Piney Helmuth met with Commissioners to discuss the Windstream Account.
