Commissioners Scott Blain and Bill Bullock and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
John Prinkki joined meeting. Commissioners gave him an update on the Red Lodge Cemetery District referendum; Commissioner Bullock spoke with Ed Draper and appears to have come to an agreement with the City of Red Lodge to transfer ownership of his land with graves on it. They also discussed the Mud Springs Wind Project.
9:00 Deputy County Attorney Shannon Foley and Civil Deputy Jacque Papez met with Commissioners. They discussed Red Lodge Cemetery land transfer; Jacque would be comfortable with buy sell agreement being in place by next week to go forward with election. 9:20 DES Coord. / GIS Mgr. Tom Kohley joined the meeting and noted Dunn Communications is in the process of evaluating the Simulcast Radio System. In his initial assessment, he has determined a push button system like what the County expected, would require additional equipment at a significant cost.
9:30 Zack Graham, Stephanie Ray, and Forrest Mandeville with CTA, Sanitarian Assistant Lori Kane, and DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding CTA’s Planning Services contract. CTA plans on continuing to subcontract with Forrest. Stephanie has taken over CTA’s Planning Group. Commissioners have had requests to bring planning back in house, other staff members and the public miss having planning locally. Commissioners requested that Forrest establish office hours; Forrest will make himself available in the Carbon County Offices one day a week. Stephanie and Caleb Minnick would be available to attend “Common Ground” meeting with the Conservation District to discuss permitting when 310 and Floodplain permits are required for a project. Stephanie will work with Josh and Commissioners to set the agenda and develop the best way to structure the meeting. Commissioners would like the meeting to result in a consensus on how best to coordinate permitting between the two offices. Also discussed developing FAQ sheet to accompany the Development Permit Flow Chart.
10:20 Commissioner Bullock moved to approve claims for September 2017 as submitted; Commissioner Blain seconded; motion carried.
Forrest met with Commissioners for East Bench Estates Subdivision Lot 1 Amended final plat approval. All conditions of preliminary approval have been met. Commissioner Bullock moved to approve Final Plat for East Bench Estates Subdivision Lot 1 Amended; Commissioner Blain seconded; motion carried.

10:40 Tayla Snapp representative from Greg Ginaforte’s Office met with Commissioners to relay any concerns back to the Representative. Commissioners emphasized the importance of PILT revenues. Commissioners also expressed frustrations with FEMA Floodplain regulations; they would like to see the Federal Government provide assistance to communities and landowners in administering the regulations. They would also like FEMA funds to be allocated to fight forest fires rather than the Forest Service having to reallocate management funds to fight fires. Commissioners expressed their frustration with lawsuits impeding the Forest Service’s ability to properly manage the forest to help prevent large forest fires. Commissioners also requested assistance in identifying funding sources to improve Forest Service access roads to East Rosebud and the Pryor Mountains.
11:15 Bill Karas Red Lodge Surveying met with Commissioners; they signed the final plat for East Bench Estates Subdivision Lot 1 Amended.
11:20 Sheriff Josh McQuillan met with Commissioners to inform them Undersheriff Dan McJunkin has submitted his resignation. Sheriff McQuillan requested approval to advertise the open deputy position. Commissioners approved.
