COMMISSIONERS’ PROCEEDINGS
September 10, 2018
Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
11:00 Pledge of Allegiance
Josh Juarez met with Commissioners for his monthly update. He noted he has performed 15 inspections since talked to them last week. Will inspect Rock Creek resort later this week which will wrap up pools and public accommodations. The only remaining inspections are for body art, food establishments on Main St. in Red Lodge and a couple new establishments in Belfry and Bridger. Josh noted he has received documentation to maintain his floodplain administrator credentials. Having two Certified Floodplain Managers may be a benefit as it is a bonus in the community rating system and could reduce flood insurance rates.
DES Coord. / GIS Mgr. Tom Kohley left his monthly report (attached) for Commissioners to review.
Commissioners received a letter of Resignation from Treasurer / Superintendent of Schools Jane Swanson-Webb effective September 27th.
Contract Planner Forrest Mandeville, Sanitarian Josh Juarez, and Kate Stout met with Commissioners regarding the Circle T Ranch Subdivision expedited Plat. The expedited process being used to lift an agricultural covenant on 80 acres for the purpose of building one home. Forrest reviewed his staff report noting the parcel meets all criteria for the expedited plat process. Forrest also noted the parcel is not prime farm land and he does not anticipate any impacts to agriculture or wildlife. The landowner is proposing some additional provisions to keep runoff from going into ditch. No issues were raised from law or fire and the parcel has received sanitarian approval. Commissioner DeArmond moved to approve the expedited plat as presented; Commissioner Blain seconded; motion carried.
11:30 Sheriff Josh McQuillan and County Attorney Alex Nixon met with Commissioners to discuss the Radio System lease agreement and system agreement with Codan. Deputy County Attorney Shannon Foley participated via phone. There are some questions regarding warranty, location of the Bridger Tower Site, contractors’ gross receipts, and bonding. Alex advised Commissioners to wait to sign the contract until all issues had been addressed and questions posed to Codan had been answered; Shannon concurred. Commissioners discussed frustrations with outstanding Bridger Radio system location. The existing site will probably be the preferred location, but there are some issues regarding access.
12:10 Commissioner Blain moved to approve Commissioners proceedings from August 23 and 27, 2018; Commissioner DeArmond seconded; motion carried.

Commissioner Blain moved to approve the MT DES Emergency Management Performance Grant (EMPG) Agreement Articles and Match Obligation; Commissioner DeArmond seconded; motion carried.
Commissioners approved Sheriff McQuillan’s request to trade the 2016 Ram1500 with vin ending in 8368 for a new vehicle and signed the title.
