COMMISSIONERS’ PROCEEDINGS
September 11, 2017
Commissioners Doug Tucker, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
Gordon Sirrine was present.
Fish Wildlife and Parks (FWP) Region 5 Supervisor Barb Beck met with Commissioners. She noted the County has 13 block management participants. FWP will be continuing research on chronic wasting disease and increase sampling to ensure early detection of the diseases arrival in the State. She also noted the 2017 Legislature requested Game Wardens spend more time on other issues which may reduce their availability for enforcement. Clerk and Recorder Marcia Henigman joined the meeting to discuss easements for Wild Cat Fishing Access.
9:25 Commissioner Blain moved to accept Resolution 2017-16 Installation and Maintenance of Cattle Guards; Commissioner Bullock seconded; motion carried.
9:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his Monthly update (report attached). Sam Rahn was present. Tom noted significant air support in suppressing Bobcat Pass Fire. Suppression costs are currently calculated at $175,000 without the air support costs included. Tom asked if the Commissioners would like to seek reimbursement for road equipment and operator time? Commissioners requested the costs be tracked, but do not feel it is necessary to request reimbursement at this time. It has been determined the fire was caused by an unattended camp fire. Tom and Commissioners also discussed Fire Restriction Exemptions for County road crew and for the railroad; Commissioners thought it was a good idea to have these in place to set an example for other business that perform activities that would require and exemption.
Commissioner Tucker moved to appoint DES Coord. / GIS Mgr. Tom Kohley as Census Bureau LUCA for Carbon County; Commissioner Blain seconded; motion carried.
10:00 Public Health Emergency Preparedness Coordinator Stephanie Hanser met with Commissioners regarding Truck Wreck Protocol. Sanitarian Josh Juarez was out sick. Only change was signature page with Commissioner Tucker as new Chair for the Board of Health.
10:10 Jarrid Bergum interviewed for Bridger Foreman position.
10:40 Matt Lammiman interviewed for Bridger Foreman position.
Commissioner Tucker moved to promote Matt Lammiman as Bridger Shop Forman with a six-month probation; Commissioner Bullock seconded; motion carried.

11:15 Commissioner Bullock moved to approve August 14 and 17, 2017 meeting minutes; Commissioner Blain seconded; motion carried.
11:40 Commissioners reviewed proposed changes to Treasurer Clerk job description. Changes include changing job title to “Motor Vehicle Technician.” Changes were accepted.
12:00 Lunch

1:00 Civil Deputy Jacque Papez and Rena Negaard and Richard Sederberg from the Roberts Water and Sewer District met with Commissioners to discuss problems with the sewer main. The Sewer District’s easement has been used to run water and electrical lines to a private residence and the District believes other work in easement has contributed to sewer main leaks. 1:10 County Attorney Alex Nixon joined meeting. Alex spoke with the landowner’s attorney and noted they would like to meet with board to try to come to resolution. Alex suggested try to meet with landowner.
