COMMISSIONERS’ PROCEEDINGS        

September 12, 2016

Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

8:30 Pledge of Allegiance

Commissioner Grewell moved to accept the Agreement with the Montana Department of Transportation for use of the Bailey Bridge for the Red Lodge Creek Bridge Replacement; Commissioner Tucker seconded; motion carried.

Commissioner Tucker moved to accept meeting minutes for August 15th, 18th, and 22nd; Commissioner Grewell seconded; motion carried.

Red Lodge Rural Fire Chief Tom Kuntz, Roberts Rural Fire Chief Hunter Bell, Edgar Rural Fire Chief Melvin Hoferer, and DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to discuss fire restrictions. Commissioner Grewell moved to approve Resolution 2016-22 to rescind fire restrictions; Commissioner Tucker seconded; motion carried.

10:00 Sanitarian Josh Juarez was unavailable for his monthly report, he was sick.

County Attorney Alex Nixon, Justice of the Peace Kevin Nichols, and Sheriff Josh McQuillan met with Commissioners regarding Sabrina Pratt finning in for various offices now that she if permanent employee in Justice Court. Commissioner Grewell requested department heads consider office needs and county’s needs when scheduling office staff. Commissioners noted that Sabrina’s average hours for work in all departments needs to remain below the threshold for health insurance. Kevin noted he did not budget enough for training in his salary line item. Commissioners and Kevin discussed the increased work load for Red Lodge City Court; Commissioner Tucker requested the office try to track the amount of time spent on City Court items. Commissioners requested the three department heads work together to address scheduling conflicts. Commissioner Grewell noted he believes Justice Court should have scheduling preference as she has been hired as permanent employee in that office. Alex agreed.

Commissioner Tucker moved to adopt Resolution 2016-21 for Prosecutorial assistance in the matter of State v. Adam M. Olschlager; Commissioner Grewell seconded; motion carried.

10:30 DES Coord. / GIS Mgr. Tom Kohley and Sheriff Josh McQuillan met with Commissioners for DES / GIS monthly update. They had a meeting with Industrial Communications and the annual maintenance on existing 911 equipment dropped roughly $2,000. Commissioner Grewell moved to accept maintenance agreement with Industrial Communications for 911 equipment; Commissioner Tucker seconded; motion carried.

 

They also discussed the need to look at replacing the 911 equipment as much of it is coming to its life end. Industrial’s replacement estimate was $200,000. They also discussed the possibility of entering into a maintenance agreement for the radio system similar to the one for the 911 equipment; Industrial quoted $16,000 for annual maintenance. Tom believes the figure is high and would like to track maintenance costs this year and reconsider as service agreement next year after a base line can be set for maintenance costs. Prior to simulcast system, maintenance was roughly $7,000/year.

Commissioners sent a letter of support to MDT to extend the lower speed limit on Hwy 72 near the Knutson’s approach and to support a traffic study on Hwy 72 through Belfry.

11:00 Commissioners received one bid from Hardrives Construction for asphalt repair projects on the Roberts to Cooney Dam Road and the West Pryor Road in the amount of $150,733.29. Commissioner Grewell moved to accept Hardrives’ Bid; Commissioner Tucker seconded; motion carried.

Commissioners discussed asphalt projects.

11:30 Commissioners visited the site of the Bridger Cemetery District land swap with Hegelson to appraise properties described as: Relocation Parcels A and B as shown and described on Certificate of Survey filed as Document No. ________, in the office of the Clerk and Recorder of Carbon County, Montana. Commissioner Grewell moved to established the value of the parcels described above are of substantially equal value; Commissioner Tucker seconded; motion carried.

Commissioner Grewell moved to accept grader bid from RDO Equipment for motor graders as long as the price without attachments can be negotiated within the budget; Commissioner Prinkki seconded; motion carried. Commissioners noted the bid from RDO was the only one received that met the specifications in the call for bids.

Mental health center would like to add equipment in office. Commissioners approved installation.
