Commissioners Scott Miller, Scott Blain, and Bill Bullock were present.
8:30 Pledge of Allegiance.
8:35 Public Comment: Teri Durbin was in attendance to discuss the proposed airport boundary map and the new agreement with the City. Durbin wanted to see where the Commission stood on accepting the proposed boundary map and agreement. Commissioner Bullock informed Durbin that both documents had been given to the County Attorney for review, and that the City should follow their procedures and get items on the meeting agenda. Commissioner Blain questioned Durbin if the new boundary map would include the corner that has been in question. Durbin stated that it does. Bullock questioned what the City’s timeline was for these items. Durbin indicated they would do the 1st reading of the agreement on 09/26/23 at their next meeting, final reading could be on 10/10/23, and items finalized by 10/13/23. Durbin continued that if this can be agreed upon now, it then could be revisited in January 2024 and changes made at that time once with the administration change. Blain stated that the proposed boundary map will be the boundary map, no changes ever again. Durbin confirmed the new proposed map would be what it is moving forward with no additional changes. Blain added that the County has given up more than we probably should have on the proposed new boundary map due to previous maps and historical documentation. Bullock stated this is in the City’s hands now to follow their policy and procedures to get the new documents approved and back to the County.
9:23 Commissioner Blain made a motion to approve Justice Court financial documentation for August 2023, along with District Court financial documentation for the same time period. Commissioner Miller seconded. Motion carried.
9:25 Commissioner Blain made a motion to accept Commissioner Proceedings for 08/15/23 and 08/17/23. Commissioner Miller seconded. Motion carried.
10:00-County Attorney Alex Nixon and contracted civil attorney Jacque Papez met with Commissioners and discussed the Interlocal Agreement revisions for the Airport Board. Commissioners liked the changes and will have Papez finalize so the County can present to municipalities.
10:30- Justice Court Judge Kevin Nichols and Sarah Elton met to discuss a proposed wage increase for Elton. It has been budgeted to increase Elton’s wage to 65% of the elected base. Blain moved to approve a wage increase to 65%, Bullock second motion passed.
