11:00 Commissioner Scott Blain, DES Coord. / GIS Mgr. Tom Kohley, and Administrative Officer Angela Newell were present. Commissioners Robert ‘Pits’ DeArmond and Bill Bullock, County Attorney Alex Nixon, and Deputy County Attorney Shannon Foley participated via phone. Commissioners called this meeting to discuss the Codan Communications Radio System contract and Bank of Red Lodge Lease Agreement for the Codan equipment as they had been at the MACo conference this week and did not have their regular meetings.
Shannon noted filing of Contractor Gross Receipts is not required under statute as the project does not fit the definition of construction. She assumes that will be the case with bonding, but is waiting to hear back from the State Procurement Bureau to confirm. Commissioners would like some form of financial guarantee regardless of whether or not it is required under statute.
Commissioner Blain moved to enter into the contract with Codan Communications contingent upon finalizing the language of the financial guarantee; Commissioner DeArmond seconded; motion carried.
Commissioner Blain moved to enter into a lease agreement with the Bank of Red Lodge for the purchase of the radio system laid out in the Codan contract; Commissioner DeArmond seconded; motion carried.
Shannon also discussed easement to the Town of Bridger for the road leading into the junk vehicle graveyard which the County leases from Bridger. She would like the lease with Bridger to have a clause regarding maintenance of the road.
Tom noted he has sent information to BLM regarding a lease for the Bridger radio tower. He hopes the project will receive a categorical exclusion and will not require a NEPA assessment as it would significantly slow down the approval process. He has also applied to the Sage Grouse Conservation Program.
