Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed last night’s Fair Board meeting, the purchase of a snow plow to share with County Buildings, and Fair expenses from the Extension office.
Deputy Clerk and Recorder Crystal Roascio met with Commissioners regarding the Ag Covenant on COS 2401. When the parcel went through minor subdivision review to lift the Ag Covenant, there was not an instrument filed with the Clerk and Recorder revoking the Covenant. Commissioners signed the revocation to clean up the land title.
8:53 Blain departed to attend court.
9:00 Road Crew addition. The current Temp position is helping to augment staffing levels with crew absences. Commissioners do not believe a separate job description needs to be created, but would like to advertise the position internally. Discussion about rotating the home shop designation by providing the employee a 1 week notice of a location change. Miller moved to approve the floating road crew member position as a permanent position; Bullock seconded; motion carried.
9:30 Election Administrator Crystal Roascio, Contract County Attorney Jacque Papez, CCN Report Elanor Gurrero, Lars Painter, Rick Moser, Mary Moser, Lisa Bennett, Chip Bennett. Papez reviewed previous discussion regarding the County requesting Declaratory Action from a District Court regarding the destruction of election records and the rights and obligations of the County in relation to the destruction of County records. Miller moved to file a declaratory action with the Court in relation to the destruction of County Election records; Bullock seconded; Bullock read Blain’s statement in favor of pursuing the declaratory action; Lisa Bennett asked if notice of the hearing would be provided and open to the public. Papez confirmed that court proceedings are open to the public and notices will be made to parties who have made requests in relation to election records. Discussion about past practice of destroying records in accordance with Secretary of State’s (SOS) retention schedules; Roascio confirmed record destruction receipts show the same.
10:00 Blain returned
Commissioners discussed how best to rotate the 16th member of the road crew, to get equal time in all three shops. Blain noted frustrations with his crew that the temp position has been located primarily at the Bridger shop over the last several months.

Discussion about starting a schedule to rotate the regularly assigned shop location in line with the pay period. Discussion about overtime assignments; on-call overtime would only apply when the individual scheduled to be at that shop.
Blain moved to approve Commissioners Proceedings for August 23 and 25, 2022; Miller seconded; motion carried.
12:00 Disaster and Emergency Services (DES) Coordinator Cyrina Allen and Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met with Commissioners. Discussed Fromberg’s Public Assistance Application and hiring a volunteer Coordinator. Commissioners approved Allen’s request to attend training next week out of county. Kohley discussed reopening burn permit system with lower temps in the forecast.
