Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
8:50 Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met with Commissioners for road approach application.
9:00 Clerk and Recorder Christine Stovall, Sheriff Josh McQuillan, and Sanitarian in Training Barbara Krizek met regarding burial of persons on private property. Discussion regarding Sanitarian verifying the location has proper setbacks from property boundaries and is out of floodplain. Blain moved to approve Resolution 2021-16 for Burial of Persons on Private Property; Miller seconded; motion carried.
9:30 Treasurer Lori Lynde and Chad Beckman from the Department of Revenue (DOR) met with Commissioners to discuss Fromberg late water bills and placing them on tax bills. There are 11 tax payers with overdue bills totaling $23,600.43. DOR has reached out to the City about the possibility of mitigating the total due or working with residents on payment plans; some of the water bills go back to 2015. Clerk in Fromberg states that the City has reached out but Lynde and DOR have not seen any documentation to prove the residents have been put on notice. Commissioners would like to see formal resolution to apply them to taxes; at minimum would like formal documentation that Fromberg has provided notice as required by 7-13-4309(2). Beckman also discussed delinquent taxes for parcels that were split and only paid in part. Commissioners would like to follow up in a couple of weeks to see if Fromberg has provided documentation.
10:00 Callie Allen met with Commissioners regarding possible disciplinary transfers. Meeting closed.
10:09 Blain moved to reassign Callie Allen to open Janitor Assistant position; Miller seconded; discussion regarding qualifications for janitor assistant position, Bullock recommended those issues be raised in discussion on Monday with Newell. Allen requested access to Justice Court after hours to retrieve her personal items. Motion carried.
10:16 Blain discussed possible temp. position; the hiring pool has been depleted with the next applicant not answering the phone.
Commissioners reviewed Human Resource Specialist applications.
