Commissioners Scott Miller, Scott Blain, and Bill Bullock were present.
8:30 Pledge of Allegiance.
Brent Moore, Interstate Engineering and DES Coordinator Cyrina Allen met to discuss the Carbon Ave and Fox bridges. FEMA has recommended that we consider withdrawing these projects for reimbursement due to our disagreement with Army Corp and Montana FWP and their desire for further work to be done. Commissioners agreed it would be more feasible to withdraw rather than do further permitting and more work at those sites.

Allen formally requested an extension for the Edgar Lagoon project and will request an extension for the multiple roads project if that has not been done already.

9:00 Bullock departed for a construction meeting regarding bridge replacements.

Crystal Roscio, Elections administrator, presented the Canvas for both the Red Lodge-Roberts Ambulance District proposed mill levy and the Red Lodge Mountain Resort Tax Renewal. The resort tax passed 123 for to 12 against. Blain moved to accept the Canvas for the Resort Tax, Miller second, motion passed. (attached)

The Ambulance District vote to change the funding mechanism failed with 747 voting yes and 931 voting no. Blain moved to accept the Canvas for the Ambulance District, Miller second, motion passed.

9:30 Cyrina Allen, Carbon County DES met for the EMPG grant. Carbon County was awarded $50,990 to help fund DES; the county has to match the grant. Blain moved to accept the EMPG grant, Miller second, motion passed.

10:00 County Attorney was not present.

11:00 Closing – Property Sale NHN West Central Avenue, Joliet, MT 59041. The land for the detention center proposal was sold at auction August 21, 2023 by Musser Brothers auction company. The final bid price was $405,000. Buyer also paid a buyer’s premium of $20,250. The County had the property appraised in June with a concluded market value of $350,000. Blain moved to approve the sale closing, Bullock second, motion passed.

11:30 Miller departed to the Title Company to sign closing papers.
