Commissioners Scott Miller, Scott Blain, and Bill Bullock; and HR Administrator Kate Asbury were present.
8:30 Pledge of Allegiance.
8:35 Public Comment – no Public present
9:14 Public Hearing – Preliminary Budget – packet printed and available. Blain moved to open the hearing on the Preliminary Budget; Miller seconded; motion carried.
10:00 Lee Morris and his spouse were in to address the road issue in Belfry on his track of land. Commissioner Miller provided a map for reference – old highway that used to go through Belfry on Vaill Avenue. Lee would like to request access to his property and put a new fence post up squared up with the sidewalk that runs through there. Access would require being able to drive across the sidewalk to Lee’s property. The neighbors approached the Commissioners a bit back to keep Lee from accessing his property. The Commissioners do not agree with restricting access. Lee purchased this property in 2010. Bullock offered the suggestion of moving their proposed fence post back a bit from the boundary to foster a solution that may be agreeable to the neighbors too. Bullock made a motion in order to address the Belfry road issue he would move that Lee Morris make the motion to access his property from Vaill with a road approach permit to that access point and the County waive the fee for this purpose; Blain seconded. Commissioner Blain offered that he is in favor of waiving the fee due to the line of sight provided to this position that there is no need for staff hours to view the potential safety concerns of this property and approval of approach. Commission Miller stated that he has been out there numerous times to speak with the neighbors and Lee regarding this access point and knows there is no safety concern. Motion carried.
10:16 Public Health Director Erin Cross came in to request Commissioner approval on purchase orders for vaccines and the research team that presented the Community Health Assessment to come back for a presentation. Commissioners signed off on all purchase orders.
10:30 GIS/Fire Warden Tom Kohley was in for his monthly update (see attached report summary). GIS tasks have been focused mainly on data quality for the state integration coming up and being able to provide an update on where the County stands on being ready for the next generation of 911 software.

11:00 Commissioner Blain offered a motion to authorize Commissioner Miller, Presiding Officer, the authority to finalize the sale of the property in Joliet. Commissioner Bullock noted that it needs to be added the sale at $405,000 and authorize Commissioner Miller to be able to sign at closing documents on behalf of the County with Flying S Title and Escrow. Bullock seconded. Motion carried.
